Windows: Sunshine installer executable doesn't start

On a windows PC, downloaded the windows installer.

When I open it nothing seems to happen. Running as administrator doesn't make a difference.

I can't seem to figure out the issue, nothing in documentation, github, or Reddit.

Anyone know what might be the cause?
