Add a note in the migration output logs for deprecated upstream rules

When migrating a project, if a rule is deprecated in the original plugin, it should say so when reporting that it is unsupported by oxlint.

Some users may be on deprecated rules and not realize it (I know the codebase at work has some), and would think oxlint is lacking more rules than it really is (assuming they don't intend to use deprecated rules long-term).
