What does this PR do?

Adds README.az.md, an Azerbaijani (Azərbaycan dili) translation of the main README.md. The file structure mirrors the original English README exactly — only the text content has been translated into Azerbaijani. The Azerbaijani language link has also been added to the language selector at the top of the file.

How did you verify your code works?

Reviewed the translated file to ensure all sections are present and accurately translated. Verified that all links, badges, code blocks, and formatting are preserved identically to the original README.
